“Folowing decree 893.239.135 of the senate and approved by the honorable viceroy on the 13th of december of 1946, these measures have been approved in light of the continued spiritual crisis the territories are subject to:

• That carriers of the marks of Lilith and Caine be trained, recognizing their lack of feminine faculties -except the slit- that might otherwise prevent their ability.
• That criminals guilty of rape, antisocial subversion, or crimes exceeding the three hundred pesos, threatening the continued survival of christiandom, be presented with the choice between a thousand public whippings or three years of military service, cohabitating with cainites, after which it will be evaluated if he presents signs of their degeneracy or has atoned for his sins, and is fit to return to civility.

This measure forms part of the state of emergency, and any military personnel that refuses to act accordingly will be considered to be challenging the crown, church, senate, and christiandom, and will be disciplined at the discretion of their immediate superior, this being a fine between twenty and five hundred pesos to be paid to the church.”
